Tall with long, fine tasselly plumes growing in distinctive swathes.
This was sooo distinctive I thought iNat would have a definitive suggestion - but nothing remotely like it came up, nor could I find any images with a few searches on the internet.
As can be seen in photo 1 it is growing in very arid conditions in gravely dusty soil. The narrow spiral leaves are a feature and both leaves and stems were sticky to the touch.
